Why is it that my Dwarf Mage can not wear armor and cast spells when the Dwarf race is proficient in both light and medium armor. Does the Mage class tag out weigh the Dwarf race tag? It shouldn't...

You should be able to cast spells in medium/light armor as a Shield Dwarf. I've tried this route out for myself as a Dwarf Wizard, so if that's not working that sounds like a bug.

Fair warning, though: only Shield Dwarves get armour proficiencies, not Gold Dwarves. Neither gets heavy armour proficiency, either, so Plate and the like will still shut off spellcasting (as well as some other nasty sideeffects).

I don't think some of the racial features have been programed in, despite what the text in game says. Proficiency is one of those things that, if you got it, then you got it, it doesn't really matter what source it comes from.
