I'm not sure what it is, but I found a local rat that gives you some options after you animal-handle it. I said some things about 'greed' and it was intrigued, but never found a prompt or anything else beyond that. Notable, this was after the goblin camp was decimated and the tieflings were ready to leave.
(Not sure if this matters but I didn't kill Kagha and Halsin came back fine.)
Anyone else have this problem? I looked it up and its supposed to be a mini-quest.
