The problem is that most Americans don't know Belgium. And the few who heared of it think it's part of France or Germany.
And
They already had Belgian waffels and Belgian chocolats (not to mention Brussel sprouts <img src="/ubbthreads/images/graemlins/biggrin.gif" alt="" />).
