There is speculation that it may have been caused by systemic failure in Ontario. "This effect could have cascaded into parts of Northeast America" according to governor Pataki. There was finger pointing between the US and Canada as to who caused this situation but that has stopped. <img src="/ubbthreads/images/graemlins/smile.gif" alt="" /> No one is totally certain yet about the exact cause of this situation.
