No. Price is not a reason since it is more difficult to make a good 2d animations in a game than to make 3d. After all, 2d is most of the time (and I really mean "MOST" of the time) exported 3d animations.
With companies like Blizzard making 2D games like Diablo 2, you cannot say that it's because the lack of money.
