I'm doing the quest on find the dukes killer and i found the quy in the merchants cellar i completed the quest and i lost 2 in reputation, kinda on the same subject but i was also looking for the cat is it in the room with all those lizards?

The little girls cat in IN the merchanst's guild...not the sewers. Trevor should have given you a key to the library right? Use that key on the libraray door, in the libaray, you will find a desk with four keys on it...you can then release the cat...

That's the Assassins Guild, which is under the Merchant's Guild. You need to get into the archive room of the Merchant's Guild.
