I recieved the treasure map LONG after his cart was burned. Right when I walked up on the burnt cart & talked with him I clicked the option "Maybe I should tell the guard" or something along those lines. I talked to the guard to my left & got experience points from him for telling him.

Did you talk to the guard? Maybe that is the problem <img src="/ubbthreads/images/graemlins/question.gif" alt="" />
