Well I guess that clears it up. I do remember getting 2 skill points when I reached level 5 and 10 so I guess every 5th level u get 2 skill points and rest only 1. I have yet to experience any 5 or 10 skill points yet. Although that would be really nice when it happens.

Hi again Lithium, the 5, 10 or more I believe are related not to experience point level ups but to quest phases.
IIRC when you become the divine one and return into the wastelands you get a big number of skill points and 8 new skills become available.
