I have the instruction to solve the dispute, but despite countless visits to both settlements, and chatting to leaders of both, I cannot seem to get any hints about how to start repairing the breach between these races?

Yes, talking would not be enough, the Dwarves seem to have lost a sacred stone axe and the Elves lost some relics and complain that the burial grounds are being desecrated. So you have some tough quests to finish before you could clear all this misunderstanding. The dwarves are really innocent as it was the black ring hired Orcs who did the dirty job. The Elf too who is kept in prison is innocent but you have to prove that. So it is a long way that demands perseverance, and good luck. <img src="/ubbthreads/images/graemlins/winkwink.gif" alt="" />
