How can i acomplish these two quests?

As to the disappearing gem, try it south of the quarantine area.

As to the thief, I guess you mean the cow thief. Investigate some basements in the poor quarters. (Though you might want to hear his reasons before turning him in... <img src="/ubbthreads/images/graemlins/winkwink.gif" alt="" />)

Make sure you don't steel the food out of dorian his basement i did it and i think the quest remains unsolved then.

More specifically, don't steal the meat before getting the quest. After you have the quest, you can take the meat.
