So with my skill level one in Alchemy I can make minor Restorations?

I suppose I just look for a white flower, yeah yeah, white flowers.
well, no.... but you can mix the small red and blue potions -- one of each, just drag and drop one on top of the other -- to make white (restoration) potions.
