Is that patch version 1.33 or 1.34?

A re-install couldn't hurt. If it doesn't help, you could use iZakaroN's SaveEditor to recover the skill points you put into Aura of Command.

One person managed to get it working for awhile after becoming the Divine One, and a few people have just had it start working again in the wastelands. See Hostile traps / summoned / resurrected creatures
