The thieves in Verdistis never became my enemies and since I am a survivor, I wanted to join the Thieve's guild... How about Jonas' necklace, if you helped the other guy instead of Jonas, then I think this could be it, because I've experienced this. Good thing games could be saved and reloaded, so I helped out Jonas instead and everything went better(although Jonas is all the way back in the poor area and not in Verdistis).
