Thanks for the helpful links, I finally found the staff. The bottom part of the screen is where the staff landed, but I was looking for it to already say elven ceremonial item, it was unidentified and was called quarter staff or something. Felt sorta dumb cause i was looking for it for a good 30 minutes and then for some reason wanted to check my inventory and there it was. Oh well, now i have all the council members present and did the blessing ritual. In a deserty part now with a giant orc and a wimpy Orc Shaman that's scared of a Dragon attacking. Again thanks for the helpful suggestions and screenshots.
