I can't solve George's murder either, and here's why: after George was murdered, I didn't speak to Mardaneus about the murder. I only spoke to him AFTER I killed the vampire and reported to Cmdr. Kratus, and I believe that's why I didn't have any speech option to complete the murder quest. Maybe that's also the case with you?
