He was refering to an item (say, piece of armor or weapon) that gave you +1 to the skill of repair. Not that easy to find, it's a random find.

But, basically the way repairing works (to follow up on what flixerflax said) is that to repair something, you need at least one point in the Repair skill. Level 1 repair lets you repair up to 60% damage, level 2 up to 70%, etc. So you put a skill point or two to that skill, select the skill, right click to activate it, and click on the item you want to repair. Kind of like the skill was used in Diablo I, if you ever played that. (And maybe Diablo II, for all I know)
