Are you certain? I've noticed that after putting some points into the skill, sometimes when I'm hit by missiles, there's a little flash. I took this to be a sign that the skill was working. Now, the damage reduction and the percent chance for it to work may render the skill practically useless, but I'm not so sure it's actually a broken skill.
