If you started the game after installing the 1.34
patch, Finnigan in the cellar of the Ducal inn in Verdistis sells traps, otherwise Blake in Ars Magicana or Mpenzak in Verdistis occasionally sell them. Tingalf in Ars Magicana sells traps, though you likely already had him arrested.
In the cellar of the wine merchant, to the east on the northern wall, there is an entrance to another room. You may have to move some boxes or packages out of the way first.
The dwarven council member should be beside the axe monument in the dwarven village, or in the house just south of there. More rarely he can wander around the dwarven village.
