They start there, but the registered owner can claim that someone else was driving. If the supposed driver accepts this claim, the fine becomes theirs. If not, then you have to take it to court to battle further. This can also be handy if you're about to lose your licence due to repeated fines...

Actually, I've never owned a vehicle of any kind. I've driven several other people's cars, though. I haven't been caught for anything.
I drive Alex's car so much (car-pooling to work – I'm not a moocher) that it may well happen one day.
