Yup, there are. Anyone who has NedStat or whatever running on their website to keep track of his/her hits, can also see the percentage of people who've watched it in various resolutions. You'll notice there are really a lot of people still working in 800x600 <img src="/ubbthreads/images/graemlins/ouch.gif" alt="" />
I even know people at work who're still working in that resolution, and they developing software! And no, they're not doing this to test if the software looks good in that resolution <img src="/ubbthreads/images/graemlins/winkwink.gif" alt="" /> They're just used to it, and don't feel they need to "upgrade".
