Right click on an open area of your desktop and select Properties. On the Background tab (in Win98) there is an option to center, tile or stretch graphics for wallpaper (Win XP may have moved the options around a bit). You could also use a graphics program like IrfanView to re-size the picture first.

In WinXP, right click on enpty area, select properties, select tab 'desktop', then chose how to display pic.

or when viewing a pic right click and chose 'save as wallpaper'
