well,
first welcome to the forum.
A lot of the questions you asked (all of the question exialy <img src="/ubbthreads/images/graemlins/smile.gif" alt="" /> )
can be found by the "search" function
A lot of spoilers you can find in the help/tip/tricks section

but to answer your question: you will find a trail of gems just beneath the poor area. if you follow the borders of the poor area from the east to the west, you will find your answer.

You know I did that quest and I don't remember If I even got XP for that. I do remember It saying Dissapearing Gems Quest Solved I think? <img src="/ubbthreads/images/graemlins/wave.gif" alt="" />

south of the poor section of rivellon, u meet this old dude who tells u about the disappearing gem. now if u walk along the path towards the west, u may see the gem appearing. just keep an eye out when u take that walk.

& don't sweat too much. just enjoy the walk.
