There are 3 people just south of Nericon's garden, one of which will give you the book if you tell him you would like to learn more about their little cult. If you already got the book from them and can not find it, you can get another copy. This is a minor quest, though, so judge for yourself if it would be worth the effort to clear it from your open quest log.

Gareth should be in the barracks (where General Alix is) by the door to the first building to the west as you enter (the armoury). When you talk to Alix and the orcs attack, he can be killed in the fight.
