You will find the disapearing gem at the south of the poor area, outside of the area very near to the fence.

You will see a small green gem in the grass.
joliekiller has already said everything about it.

and i think if you go talk to the old guy after words he can give more xp.

The gem may not be there since you have already killed Boratus, but his henchmen should still be around.

Correct. Boratus was the one behind the trap, so if he is dead, he can not be there to trigger it.
Maybe this quest should have been designed so that after Boratus was dead, the henchmen would take up robbing people using the disappearing gem to lure them off the path. One of them could mention their previous employment with Boratus in a cut scene.

Just ignore that entry in your quest log. When you go to the wastelands it will be reset anyway, removing all previous quests, completed or not.
