This is my opinion of what an rpg Archer should be
Archers shouldnt be able to wear more armor, since any piece of armor restricts their movement. If you are to shoot a bow, you need to have your arms weight free, if you wanna aim properly. But in return archer SHOULD have is better criticals than any class (like he IS aiming more than any other class) and armor piercing capabilities. Giving archer an shield or heavy armor, just kinda misses the whole point of being an archer. But its understandable why players wouuld want more armor on archer, since ususaly the nature of rpgs games favour meele combat, since there is almost always you against hordes of enemies, and arhcers usualy dont have much range. But come to think of it, archers just dont seem to fit in single player non party rpgs. in life, arhcers were tactial back up, almost useless on their own.
