With my old computer i had to wait a very long time for doing a change of map.

To go through this barricade you have to activate the quest of the council of seven.
It is linked with the quest of the elf member of the council.
If you can't reach the place of the council, you can't activate this quest.
You have to solve the first problem and then everything would be okay.
