It's possible that Rak'Sheen (or whatever the dragon rider's name was) was working for the "main cult", but I got the impression from various characters that he was something of a lone wolf who had gathered a cult of fanatical dragon worshippers for himself.

Rak'Sheen:
ALL BOW DOWN TO THE MIGHTLY RAK'SHEEN! RAK'SHEEN, WE SACRIFICE THIS GOAT TO YOU!!!!
Rak'Sheen (in another voice): Thank you, mortals. I am your mightly leader and I promise you a glorious future!

Rak'Sheen's wife (the dragon, which is also his mount): Honey? Have you been driking dwarven spirits again?

Think of it this way: It's a question. What does a question start with? What are some of the most obvious words that would be in it? A lot of the letters look like their English counterparts. Take a guess! You'll be surprised how close you can get!
