I don't think they mentioned how long it took, but it was likely a lot longer than any time they saved from getting more powerful spells earlier.
I didn't save and reload in front of most bookcases (especially since there are a couple merchants later in the game that have a better chance of carrying spell books), but when I did do so I limited the time I spent trying and generally took whatever showed up. The chance of getting a spell book is low enough without trying for a 'good' one, and if you really don't want a particular spell, the book can be sold for a fair amount (especially near the start of the game).
