I wasn't sure if the effective frame rate that looks continuous was 30 or 60fps, but it would depend on the medium as well as the individual. This isn't quite the same thing, but I can see monitor refresh rates below about 78Hz. A long time ago I used my brother's computer set at 60Hz for a couple minutes (which started giving me a headache), and asked him if he wanted me to fix the flicker. He had it set like that because that was the default, and didn't notice any flicker.
Indeed: I don't notice flickers at 60Hz but I get headache. My father can always see if the monitor is at 85 or 60.
