There is nothing important in his room. I have not tried this, but you may be able to safely check the room out by opening the door, tossing a teleporter stone in, closing the door and teleporting there (assuming commander Ralph is out of the room).
It is strange the person in charge of law enforcement would get all worked up over a minor killing spree.....
