There are more dwarves you can talk to, in the dwarven halls, Dark Forest. The solution to the quest is also within the dwarven halls.

here is how you can get the Axe of Stone

Quest: Retrieve the Axe of Stone
Solution: In order to persuade the dwarven representative, Eolus, to join the Council of Seven, you have to find out what happened to the Axe of Stone first. The dwarves blame the elves for stealing the axe. You should go and talk to Gregor Dunatrim, the mayor of Glenborus in the local town hall. Tell him you would like to see the elf prisoner in the cellar under the town hall. Talk to the elf, then get some booze from Rimmer and talk to Gregor again.

I had trouble finding the elf. Gregor told me the elf was being kept in a community house "south" and "first house on the left". I found him in a house on the right after leaving Gregor's, but only after I had gone through every building on the left about 10 times each! After talking to Gregor, then finding the elf, you know which direction to look for a suspect.

I'm guessing he means your character's left. Though it's good to see an RPG not breaking the fourth wall for a change. (Memories of PSOne games where medieval characters tell you to press ×,o,<,<,×.)

I thought so too, but when I walked out of Gregor's the house was... AAAAAAARRRGH!!!!! #&@%(! I'm going to quietly sneak out and try to learn my left from my right!!

Up until this moment, I was firmly convinced that house was on Nynaeve's right.... ~sigh~
