The 'George's Murderer' Quest is automatically broken if you do not agree to get George his Drudanae in your first encounter with him.
This prevents any option for telling Mardaneus that you have solved the Quest.
Kiya worked that one out originally, I believe, but no-one has any idea WHY it breaks the quest AFAIK...
