You shouldn't need to restart the game again. You can likely use Telekinesis to get the staff from the wall; mage spell books can be bought, or you can use
iZakaroN's SaveEditor (or from
Kiya's site, with description) to give yourself the skill points to learn it.
If that doesn't work, you can replace the staff;
