You should be able to combine them in your inventory. If you have a lot of stuff in your inventory try moving some of it around ad see if the Coal+Salt mixture is hidden under other stuff. If that does not work try going back to a previous saved game and playing back to that point (I had a problem with CTD's that was cleared up when I went back to a previous saved game).
btw, when you combine the items they will disappear, but a new item will appear in your inventory after the combinations.
