You dont need a skill, just click on the item and insert a charm. Soemtimes the charm box comes up behind your inventory, so just move the inventory screen and then move the charm box. After that, just insert a charm!

What I do before each time I get a level I put point's In certain areas to see which will come up and which don't. Hope this help you some and thanx for the reply.
