Apparently there is a Raanaar manuscript that triggers the archery quest entry when it is moved in your inventory.
Rupert's dialog seems to assume you will only learn the skills after completing the quest. Perhaps it was planned that way originally? Maybe there are two different responses, but only one is being used.
