For me, there only seem to be monsters on level 3 as part of one of the battlefield quests. And sometimes they will all be in one dungeon. In act 2, four of the quests were all on level 3 of one dungeon, with the last on level 3 of a second dungeon. That left 4 dungeons with nothing at all on level 3.
