in act 2, you shouldn't be so high level that you cannot get experience from the Tibars still. now the frogs and lower level creatures, that is mosquito-like, as they swarm at you and fail to actually affect you, but do get in the way when fighting a horde of bigger critters that actually can hurt you.
adds to the challenge i suppose so i don't mind really.
