Grim - visit the Keeper of Ranks first, ok? He will add you to the competition list, then read the billboard a few times, you see new quests every time you click on it - and if you already have quest items in your stock => I advise leading the conversation with the quest giver up to the end, then re-enter it - and not doing it all at once. I'm over-cautious maybe.
