It opens in the same place all the time regardless of where I drag it to on my screen. The other parts of the UI, the skills panel and the minimap for example, stay put when they are dragged to a new location and reopened.
The worst part about this is that my inventory window's default location is in the upper left, partly off the screen. Its very annoying.
