I'm gonna make a daft suggestion; have you tried moving the arrows out of your inventory quick-slot (say put them in the weapon section of your inventory) and then putting them back into the quick-slot? Sounds weird but it happened to me after I patched, 1.41 didn't 'notice' it was quickslotted so they didn't work. Probably not the answer but worth writing anyhow.
Not daft, of course, at all. Sometimes a game will "lose track" of data that's already in a data field. Bad games do it regularly. Good ones do it on occasion when you install a patch, and change things around.
