Pretty remarkable in a released game, wasn't it? I think it was probably buggier even than Ultima IX, except that many of the bugs were more subtle--like the inability for my mage to cast the three level 0 zero spells he had available except on the day when he leveled. I was astonished that something like that had ever made it out. Reviewed the thing for GameBanshee, much to the hatred of a small clique of TOEE lovers who claimed it was the finest thing since BG1. But with all the revelations of bugs and the constant number of people complaining about the game, they've faded back into the woodwork.
