Make sure the character that learned the skill is selected (or leader if both are selected) when right clicking on a weapon to sharpen. Also note that not all weapons can be sharpened... A pan on the other hand is very sharp'able <img src="/ubbthreads/images/graemlins/winkwink.gif" alt="" />
