Arcanum and Temple of Elemental Evil?

Temple of Elemental Evil was rushed. Troika were forced by Atari to get this game a month earlier. Troika made several patches and sent them to Atari. They didn't get a reply and they cannot release them in public without the later's aprouval. Well, I always hated Atari but this was unexpected.
No. Troika is a professional group of people. Professional group of people are expected to meet a deadline and, in the case of game developers, release something that at least doesn't seem like a bug-ridden alpha version.
Troika failed to do that. They failed their responsibility. Which is just too bad.
KotOR2 isn't developed by Bioware but by Obsidian Studious: the people behind Icewind Dale, IWD2 and Planescape: Torment so we can expect a different approach to KotOR2. Might be interesting to see, then I never played the original and I doubt I will in the near future.
Obsidian is quite promising, considering their resume. (Well, not IWD2, but.) In any case, believe me, KotOR's quite worth it. It easily ranks right behind PS:T in my books, and is the
one shining star in the last three-four years of mediocre to downright ghastly CRPGs.
