The piercing bonus of the bow/crossbow skills was fixed in the 1.43 patch. It works for me, anyway (only tried a crossbow since that patch). Using normal arrows, I do a minor amount of piercing damage even with no skill points in that bonus.
The melee skill two handed crushing damage incorrectly gives a bonus to crossbows.
