Is there a quest related to all this? Someone actually asking you to flood the citadel perhaps? Never met anyone...
Also never met any guard that wanted rum or anything (not even in the place he's supposed to be)( <span class='standouttext'>Spoiler : </span><span class='spoiler'> so I didn't have a clue what Samuel was talking about at our confrontation in act 1</span>), and even that talking skull didn't have anything interesting to say this time (in the demo he did)...
