That would make more sence, yes.
You can't really miss him. If you're in front of the chieftains house, it's the imp with the hat. <img src="/ubbthreads/images/graemlins/smile.gif" alt="" /> I don't think he can leave that area, altough he does walk a few metres to the left or to the right sometimes...
If you still can't find him, it could be a bug. Although I haven't heard of such a bug.
