I got the key for Nericon garden from Blake....but it doesn't open the gates? Is this a bug?

Did you use it on the cemetery gate? The Nericon garden gate should be lockpickable, or there is another key in the potion seller's back room in Ars Magicana. See the following web page about how to get to it;
