How do I unlock the stairs leading downward?The witch just wants the book-She dosen't give me a key.Thanks

Sorry, which witch? Are you in the catacombs or the crypt - or is it about the book quest from witch Cytha in the Black Temple area?

I think I can answer this one.

There are several witches. The witch who wants the book has nothing to do with unlocking the crypt - she is just there for her own stand-alone quest. To unlock the crypt you want the witch Kiya (yes - named after the queen or goddess of this forum) who will automatically appear (at least when you enter the town) once you reach the necessary rank by doing quests.

If you are talking about the stairs inside the Temple itself that are locked try this:

<span class='standouttext'>Spoiler : </span><span class='spoiler'> When you talked to the Bishop he should have told you to go talk to a prisoner. The Prisoner is in the small prison outside the temple and is marked on your map. The prisoner will tell you to locate an item to unlock the stairs. The item is located outside the North wall of the temple area in a pile of rocks. </span>
