Err.. I wasn't disguised and I killed two merchants on that floor. Oops. How else can I get to General Bram?

umm. well A) he's not in there, and B) you can't if you don't have the quest. sorry...

Should I go back down one floor and see if I can still get the quest? I'm not sure if I killed him or not.

If you can not get the quest from the merchant Tully, you can either pickpocket the key, or remove your armour so the guard turns hostile, then kill him for it.
